How to fix

Clear boot arguments

• Open Terminal.
• Type sudo nvram boot-args="" and click enter.
• To check the status type sudo nvram boot-args and click enter. The result should be empty.

Enable System Integrity Protection

SIP can only be changed from macOS Recovery and the change takes effect after a restart.

• Start up in Recovery: on Apple silicon, shut down, then press and hold the power button until "Loading startup options" appears and choose Options. On Intel, restart and hold Cmd+R.
• Choose Utilities > Terminal from the menu bar.
• Type csrutil enable and click enter.
• Restart your Mac.
• To check the status type csrutil status and click enter. The result should be System Integrity Protection status: enabled.
